Lead Safe Toledo, historic districts and Ohio licensing
Lead Safe Toledo for rentals
Toledo requires residential rental properties with one to four units built before 1978 to meet lead-safe standards and obtain a Lead-Safe Certificate, which involves a clearance inspection by a local lead inspector. Landlords repainting older units should plan the work and clearance together.
Federal RRP rule
Ohio is not among the states running their own EPA renovation program, so the federal RRP rule applies. Firms disturbing paint in pre-1978 homes must be EPA-certified and use a certified renovator.
Historic districts
Toledo’s code says no one may make an environmental change to a property in a designated historic district without a Certificate of Appropriateness from the district commission. If your home is in the Old West End or another district, contact the Plan Commission before exterior work; some items can be approved by staff.
No state painter license
Ohio’s Construction Industry Licensing Board licenses five commercial trades, and painting is not one of them. Check any local registration and ask for proof of insurance.
Permits
Painting usually does not need a building permit, but repairs to siding, porches or windows may. Ask the city.

Toledo painting questions
Do I need approval to repaint in the Old West End?
Exterior changes in a historic district need a Certificate of Appropriateness. Ask the Plan Commission whether your repaint qualifies for staff approval.
I rent out an older house. What applies?
Toledo’s Lead Safe ordinance requires a Lead-Safe Certificate for pre-1978 rentals with one to four units.
Does Ohio license painters?
No. The state licenses five commercial trades, and painting is not among them.
When can exterior work start?
Usually in May, once nights stay mild and surfaces dry out.
Do you cover Perrysburg and Maumee?
Yes. Independent painters across the Toledo area can respond.
Will painters test for lead?
Many assume lead is present in pre-1978 homes and work lead-safe. Ask each painter how they handle it.
